ADU Garage Conversion in Los Angeles: 2026 Cost, Permits, Rent and ROI

An ADU garage conversion in Los Angeles typically costs $100K to $180K and rents for $1,900 to $2,600. Here's the cost breakdown, permit process and rent math.

Table of Contents

An ADU garage conversion in Los Angeles typically costs about $100,000 to $180,000 in 2026, takes 4 to 8 months from plans to final, and rents for roughly $1,900 to $2,600 a month for a studio or one-bedroom. It’s the cheapest way to add a legal rental unit to an LA house. It’s also where most of the surprises live: old slabs, undersized panels, long sewer runs and unpermitted work someone already did.

Here’s what a garage conversion costs in the City of Los Angeles and the rest of LA County, what state law lets you skip, how the permit works, and when I’d tell a buyer to build detached instead.

Why Garage Conversions Are Everywhere in LA

Los Angeles leads the state in ADUs. The city permitted 6,626 ADUs in 2024, and ADUs make up roughly 43% of new permitted housing units, according to a Crosstown analysis of LADBS data. Countywide, LA added about 10,200 ADUs in 2025, around 40% of all new housing, per USC Lusk Center data reported by Planetizen.

Garage conversions are a big share of that because LA is full of 1920s–1950s homes with detached two-car garages at the back of the lot. The structure is already there, it usually sits close to the property line, and state law protects that position.

What a Garage Conversion Costs in Los Angeles

ProjectTypical all-in cost (2026)Typical result
Attached garage to JADU (no kitchen expansion)$60,000–$100,000Studio, up to 500 sq ft
Detached 2-car garage to ADU$100,000–$180,000Studio or 1-bed, about 400–450 sq ft
Garage conversion + expansion$170,000–$260,0001-bed or 2-bed, up to state size limits
Demolish and rebuild new detached ADU$220,000–$350,000+2-bed or 3-bed, 800–1,200 sq ft

These are planning ranges. Your real number depends on the items below. For a benchmark, the 2025 Cost vs. Value report for Los Angeles put a new backyard ADU at about $178,500. A conversion usually lands below that because the shell already exists.

What drives the cost

  • The slab. Garage slabs slope toward the door and often lack a vapor barrier. Leveling or replacing one adds cost quickly.
  • Sewer connection. A new kitchen and bath need a drain line to the main sewer. Distance and depth set the price. Order a sewer scope in escrow.
  • Electrical panel. Many older LA homes have 60- or 100-amp service. A kitchen, mini-split and water heater may need a panel upgrade or subpanel. See my electrical panel guide for older homes.
  • Framing and height. Living space needs proper ceiling height, insulation, windows and egress.
  • Existing unpermitted work. A garage that’s already “converted” without permits may need to be opened up and brought to code.

What State Law Lets You Skip

California’s ADU law makes garage conversions easier than most buyers expect. According to the California HCD ADU rules:

  • No replacement parking. The city can’t make you replace the garage spaces you convert.
  • No new setback. A converted garage keeps its existing position, even right on the property line, and you can add up to 150 square feet for access. I explain the same-footprint rebuild angle in No Setback Required for ADU Garage Conversions.
  • A fast decision. The city has 15 business days to deem the application complete and 60 days to approve or deny it.
  • No impact fees under 750 square feet. A typical two-car garage is about 400 square feet.
  • No owner-occupancy rule for the ADU.

One catch: a detached garage can become an ADU but not a JADU. A JADU has to be inside the main home or an attached garage. Here’s why your detached garage can’t be a junior ADU.

The Los Angeles Permit Process

In the City of Los Angeles, ADUs are permitted by the Department of Building and Safety (LADBS) under LAMC Section 12.22 A.33. The typical path:

  1. Check the parcel on ZIMAS. Zoning, hillside area, fire zone, specific plans and historic overlays all show up there. My ZIMAS walkthrough shows how to read it.
  2. Measure and survey. Confirm the garage’s size, setbacks and condition.
  3. Design. Plans, structural review, Title 24 energy calculations.
  4. Submit to LADBS. Plan check fees are based on project valuation. LADBS has an online permit fee calculator for estimates.
  5. Clearances. Depending on the lot, you may need sign-offs from Planning, Fire, Sanitation or LADWP.
  6. Build and inspect. Inspections at foundation, framing, rough MEP, insulation and final.
  7. Certificate of occupancy. Then lease it up.

Outside the city, unincorporated LA County uses the county’s ADU ordinance, and cities like Long Beach, Lakewood and Torrance run their own counters. LA County amended its ordinance in 2026. See what changed in LA County’s ADU ordinance.

What a Converted Garage Rents For in LA County

A converted two-car garage usually becomes a studio or small one-bedroom. In most LA County neighborhoods I work, that rents for about $1,900 to $2,600 a month, with Westside and coastal areas higher.

AreaStudio / 1-bed garage ADU (typical)
South LA, East LA$1,700–$2,100
Long Beach, Lakewood$1,900–$2,300
Torrance, South Bay$2,100–$2,500
Westside, Mar Vista, Culver City$2,400–$2,900

These are illustrative ranges. Always pull comps for your street. For closed rent data, see Long Beach ADU rents by neighborhood and bedroom count.

A simple monthly example

Say you spend $140,000 converting a garage in Long Beach and rent it for $2,100 a month.

Monthly
Rent$2,100
Added property tax (about 1.1% of $140K)-$128
Vacancy and repairs reserve (10%)-$210
Payment if financed with a $140K loan at 8%, 30 years-$1,027
Net, financed$735
Net, paid in cash$1,762

Plug in your own rate and rent. Lenders may also count the ADU’s rent when you buy or refinance. I explain how in Using ADU Rental Income to Qualify for Your Mortgage.

LA-Specific Watch-Outs

  • Rent control. The City of LA’s Rent Stabilization Ordinance and statewide AB 1482 can apply depending on the property’s age and setup. Confirm with the LA Housing Department before you underwrite.
  • Hillside and fire zones. Very High Fire Hazard Severity Zones and hillside areas can add access, sprinkler and fire-separation requirements.
  • Unpermitted conversions. AB 2533 makes it easier to legalize ADUs built before 2020. LA County’s AB 2533 FAQ explains the process.
  • Utility waits. LADWP and SCE service upgrades can take months. Start that early.

A garage conversion usually wins on return per dollar. A detached unit wins on rent, resale value and tenant appeal. On many LA lots you don’t have to choose: convert the garage and build a detached ADU too. Starting in 2027, AB 956 allows two detached ADUs on a single-family lot. Not every garage is a good conversion. I check the slab, sewer path, panel, permit history, rent control and rents before you write an offer, and compare the conversion to a detached ADU on the same lot.
