A garage conversion is the lowest-cost way to add a rentable unit to an Orange County property. It’s also the one with the most hidden problems: slabs, sewer lines, electrical panels and old unpermitted work. If you’re buying a house and looking at the garage as your ADU, here’s what a garage conversion ADU costs in Orange County, what it rents for, what state law lets you skip, and when I’d tell you to build detached instead.
The Short Answer: About $150K, Renting for About $1,800 a Month
On the projects I’ve seen, a garage conversion ADU in Orange County runs about $150,000 on average, all in. A converted garage, typically a studio or one-bedroom, rents for around $1,800 a month. That’s roughly a 14.4% gross annual return on the construction cost, before expenses.
Your number will vary with the garage’s condition, the size, the finishes and the city. The biggest swings come from what’s under the slab and behind the walls, covered below.
What State Law Lets You Skip
California’s ADU laws make garage conversions easier than most buyers realize. According to the California HCD ADU Handbook:
- No replacement parking. A city can’t make you replace the parking spaces you lose when you convert a garage (Gov. Code § 66314(d)(11)).
- No 4-foot setback for the existing structure. A converted structure isn’t subject to the side and rear setback that applies to new detached ADUs, and you can add up to 150 square feet for ingress and egress (Gov. Code § 66323(a)(1)). I explain the same-footprint rebuild angle in No Setback Required for ADU Garage Conversions.
- A 60-day decision. The city must approve or deny a complete application within 60 days.
- No impact fees under 750 square feet. A typical two-car garage, around 400 square feet, falls well under that line (Gov. Code § 66311.5(c)).
One catch: a detached garage can be converted into an ADU, but not into a JADU. I explain why in Why Your Detached Garage Can’t Be a Junior ADU.
Cities publish their own checklists on top of state law. Garden Grove’s ADU conversion handout is a good example of what your city will ask for.
What Drives the Cost of a Garage Conversion
Two garages that look the same from the street can cost very different amounts to convert. These are the items I check first:
| Cost driver | Why it matters | How to check before you buy |
|---|---|---|
| Slab and foundation | Garage slabs often slope toward the door and may lack a vapor barrier. Leveling or replacing them adds cost fast. | Look for cracks and slope during inspection; ask the contractor to assess |
| Sewer connection | A new bathroom and kitchen need a drain line to the main sewer. Distance and depth drive the price. | Order a sewer scope during escrow |
| Electrical panel | Older homes often have panels too small to add a kitchen and mini-split. An upgrade or subpanel may be required. | Check the panel’s amperage (see my electrical panel guide) |
| Ceiling height and framing | Living space needs adequate ceiling height, insulation and windows for light and egress | Measure the ceiling; note existing windows |
| Garage door wall | The door opening gets framed in with a wall, windows and an entry | Plan the entry location early |
| Existing unpermitted work | A garage already “converted” without permits may need to be opened up, brought to code or demolished | Pull permit records before you remove contingencies |
Rent and ROI: Garage Conversion vs. Detached ADU
Here’s where garage conversions earn their place. Compare them to the detached ADU in my ADU construction loan example, a $360K three-bedroom, two-bath unit renting for $3,500 a month.
| Garage conversion | Detached 3-bed ADU | |
|---|---|---|
| Construction cost | $150,000 | $360,000 |
| Monthly rent | $1,800 | $3,500 |
| Annual gross rent | $21,600 | $42,000 |
| Gross return on cost | 14.4% | 11.7% |
| Value added at resale | Lower | Higher |
For a rough net figure on the garage conversion, assume 5% vacancy ($1,080), about $1,650 a year in added property tax on the new construction, and $1,500 for insurance and maintenance. That leaves about $17,370 a year, or roughly 11.6% net on $150,000. Your actual numbers will depend on your rent, tax rate and financing.
Before you plug in $1,800, confirm the rent for your specific street. My method is in How to Find Rents for an ADU You Haven’t Built Yet.
Should You Convert the Garage or Build Detached?
I usually push buyers toward a detached ADU. Renters pay more for a unit that feels like its own home, with no shared walls and its own outdoor space, and buyers pay more for it at resale. But if your cash is limited, a garage conversion can deliver a better return on the dollars you put in, as the table above shows.
Keep the resale trade-off in mind. A garage conversion adds less value than a detached ADU, and it takes away the garage, which shrinks your buyer pool when you sell. I cover how each ADU type appraises in How Much Value Does an ADU Add?
A garage conversion can also make a house affordable in the first place. One example is how a parent’s gift and a garage conversion made a $1.1M Huntington Beach home work.
Buying a House With an Unpermitted Garage Conversion
Unpermitted garage conversions are common in Orange County, and they make a transaction more complex. The first question I need answered is whether the city knows about it. In the past, cities that found an unpermitted conversion often told owners to demolish it or bring it back to code.
Cities are more relaxed now because of state law. AB 2533 lets owners legalize many unpermitted ADUs built before January 1, 2020, and limits when a city can deny the permit over code violations. LA County’s AB 2533 FAQ explains how the process works. For Orange County specifics, see my AB 2533 inspection checklist.
If you’re on the selling side, my guide to selling a house with an unpermitted ADU covers your three options.
City Notes: Huntington Beach Takes Extra Care
State law sets the floor, but each city’s planning staff runs the process. In my experience, Huntington Beach is the Orange County city where ADU projects need the most care. HCD sent the city a notice warning that halting ADU permits would violate state law, and the city has kept fighting state housing mandates since. I cover where that stands in Huntington Beach Keeps Losing Its Housing Law Fight.
Before you buy in any city, check the latest state rules on HCD’s ADU handbook page and the city’s own ADU page.
Frequently Asked Questions
How much does a garage conversion ADU cost in Orange County?
About $150,000 on average on the projects I’ve seen, depending on the slab, sewer connection, electrical panel and finishes.
How much does a converted garage rent for?
Around $1,800 a month for a studio or one-bedroom converted garage in much of Orange County. Rents vary by city and street.
Do I have to replace the parking if I convert my garage?
No. State law bars cities from requiring replacement parking when a garage is converted into an ADU.
Is a garage conversion cheaper than a detached ADU?
Yes, usually by a wide margin, and it can earn a higher return on cost. A detached ADU rents for more and adds more resale value.
Can I legalize an unpermitted garage conversion?
Often, yes. AB 2533 makes it easier to permit many unpermitted ADUs built before January 1, 2020.
Find a House Where the Garage Works
Not every garage is a good conversion candidate. I’ll look at the slab, sewer path, panel, permits and rents before you write an offer, and compare the conversion to a detached ADU on the same lot.
