ADU Above Garage: Cost, Height Rules and When It Makes Sense (2026)

ADU above garage builds cost about 10% more per sq ft but keep your yard and parking. Height rules, real costs, and why HB and Costa Mesa have so many.

Table of Contents

An ADU above a garage usually costs about 10% more per square foot to build than a ground-level detached ADU, but it keeps your yard and your parking. In California, an ADU built over an attached garage counts as an attached ADU, which can go up to 25 feet tall. That’s why they’re so common in Huntington Beach and Costa Mesa.

I’ve toured a lot of these. Here’s what they cost, what the height rules allow, and when building up beats building out.

Why You See So Many in Huntington Beach and Costa Mesa

It comes down to layout. A lot of homes in Huntington Beach and Costa Mesa have attached garages at the front or side of the house and smaller backyards. There isn’t room for a detached unit out back, so owners build over the garage instead. The footprint is already there, and the yard stays intact.

If you’re shopping in those cities, see my Huntington Beach ADU Guide and Detached vs. Attached ADU in Costa Mesa.

ADU Above Garage Cost vs Ground-Level ADU

In my experience, a second-story ADU costs about 10% more per square foot than the same unit on the ground. You’re paying for stairs, structural upgrades to carry the load, and more complicated framing and access.

The ground-level number comes from a real $300,000, 850-square-foot 2-bed, 2-bath build I’m working on. The 600-square-foot figures scale that rate, so treat them as examples, not bids. For the full purchase-plus-build budget, see What It Really Costs to Buy a Home and Add an ADU in Orange County.

Height Rules: Attached vs Detached Garages

This is the part most people get wrong. State law, updated by AB 2221, sets minimum heights cities must allow:

  • Over an attached garage: the ADU is attached to the house, so the city must allow up to 25 feet or the zone’s height limit, whichever is lower. Two stories fit.
  • Over a detached garage: it’s a detached ADU, and the state floor is only 16 feet, or 18 feet near transit. A two-story garage-plus-ADU usually won’t fit in 16 feet, so it depends on whether your city allows more.

So an attached garage is the easier path. If the garage is detached, check the city’s ADU ordinance for a taller allowance before you buy. Every height rule is in California ADU Laws 2026, and the HCD ADU page has the state handbook.

Size Limits for an Attached ADU

An attached ADU can be up to 50% of the main home’s size. But the city must still allow at least 850 square feet for a studio or 1-bedroom and 1,000 square feet for 2+ bedrooms. On a 1,600-square-foot house, that means you can still build an 850-square-foot 1-bed or a 1,000-square-foot 2-bed over the garage, even though that’s more than half.

What to Check Before You Build Up

  1. The garage foundation. Most garage slabs weren’t built to carry a second story. Expect new footings or reinforcement.
  2. Fire separation. Building code requires fire-rated construction between the garage and living space above it.
  3. Stairs and entrance. An exterior stair takes up side-yard or driveway space and still has to meet setbacks.
  4. Privacy rules. Some cities limit second-story windows facing neighbors.
  5. The electrical panel. Older houses often need an upgrade. See Check the Electrical Panel First.

Above the Garage vs Converting the Garage

A garage conversion is cheaper because the walls, roof and slab already exist, but you lose the garage. Building above keeps the garage and adds a unit, at a higher cost. If parking or storage matters to you or your tenants, build up. If cost per rent dollar matters most, convert. I run conversion numbers in Garage Conversion ADU in Orange County: Cost, Rent and ROI.

Is an ADU Above a Garage Worth It?

For investors on smaller lots, often yes. It’s sometimes the only way to add a full unit without giving up the yard, and a 2-bed over the garage can rent near what a ground-level 2-bed does. It’s similar to building an addition, but you get rent instead of just square footage. I compare the two in ADU vs. Addition.

When I tour homes for buyers, an attached garage on a lot without backyard access goes on the list as an above-garage candidate. It’s one of the four things I look for in What Makes a Property Have ADU Potential.

Frequently Asked Questions

Can you build an ADU above a garage in California?

Yes. Over an attached garage, it’s an attached ADU and cities must allow up to 25 feet or the zone limit. Over a detached garage, it depends on whether the city allows more than the 16-foot state minimum.

How much does an ADU above a garage cost?

Typically about 10% more per square foot than a ground-level ADU, because of stairs, structural work and fire separation.

Do I lose my garage parking?

No. That’s the main advantage over a garage conversion.
