SB 1211 Explained: Up to 8 Detached ADUs on a Multifamily Lot in Orange County and LA

SB 1211 raised the cap on detached ADUs for existing multifamily properties from two to eight and ended replacement parking requirements. Here's how many ADUs your duplex, fourplex or apartment can add.

Table of Contents

SB 1211 lets a lot with an existing multifamily building add up to eight detached ADUs, as long as the number of ADUs doesn’t exceed the number of existing units. It took effect January 1, 2025, and it also stops cities from requiring replacement parking when you build over uncovered parking spaces.

For anyone who owns or is buying a duplex, triplex, fourplex or small apartment building in Orange County or LA County, SB 1211 is one of the most valuable ADU laws on the books. Here’s exactly what it allows and how to run the numbers.

What SB 1211 changed

Before SB 1211, a multifamily lot was capped at two detached ADUs no matter how many units it had. According to the Burke, Williams & Sorensen summary, SB 1211:

  • Raised the detached ADU cap from two to eight on lots with existing multifamily dwellings
  • Limited the count to the number of existing units. A fourplex can add four detached ADUs, not eight.
  • Ended replacement parking when uncovered parking is demolished to build an ADU
  • Defined “livable space” as space for living, sleeping, eating, cooking or sanitation
  • Blocked extra local standards on these ADUs beyond what state law allows

How many ADUs can your multifamily property add?

SB 1211 detached ADUs stack on top of conversion ADUs. Under state law, a multifamily property can also convert non-livable space like storage rooms, laundry rooms, attics or garages into ADUs: at least one, and up to 25% of the existing unit count. I explain that rule in detail in The 25% Rule for Garage Conversions on Multi-Unit Properties.

Existing unitsDetached ADUs (SB 1211)Conversion ADUs (25%, min. 1)Possible total ADUs
Duplex (2)213
Triplex (3)314
Fourplex (4)415
6 units617
8 units8210
12 units8311

These are state-law maximums. Your actual number depends on lot size, setbacks, fire access and utility capacity. The ABAG state ADU law checklist and LA County’s ADU memo on the 2025 laws are good references for how jurisdictions are applying it.

A few important limits:

  • JADUs aren’t allowed on multifamily lots. See Can You Build a JADU on a Multifamily Property?
  • Proposed multifamily (a building you haven’t built yet) still gets two detached ADUs, not eight.
  • The detached ADUs must be detached from the primary units.

For the one-ADU-per-existing-unit rule explained in plain English, see How Many ADUs Can You Add to a Multi-Unit Lot?

The standards cities have to allow

Detached ADUs on multifamily lots get the same core state protections as other ADUs:

  • Height: up to 18 feet on a lot with a multistory multifamily building, and 16 feet otherwise (more near transit)
  • Setbacks: no more than 4 feet from the side and rear lot lines. My ADU setback guide covers what cities can and can’t require.
  • Parking: no replacement parking when you build over uncovered spaces
  • Impact fees: none for ADUs 750 square feet or smaller
  • Review timeline: under SB 543, cities must decide whether an application is complete within 15 business days, then approve or deny within 60 days

Why the parking change matters most

On most older multifamily properties in Long Beach, Anaheim, Santa Ana and Garden Grove, the open land is the parking lot. Before SB 1211, cities could make you replace any spaces you built over, which killed a lot of projects. Now, if the parking is uncovered, you can build ADUs on it without replacing the spaces.

That turns a back lot of surface parking into the most valuable land on the property.

How the numbers work: a fourplex example

Here’s a simplified example with round numbers. Plug in your own.

ItemBefore ADUsAfter 2 detached ADUs
Units46
Monthly rent$10,000 (4 × $2,500)$14,000 (+2 × $2,000)
ADU build cost–$360,000 (2 × $180,000)
Added annual rent–$48,000

The $180,000 per-unit cost is in line with the 2025 Cost vs. Value report for Los Angeles, which put a backyard ADU at about $178,500. Your number will depend on size, site work and utilities.

Two other things move the math:

  • Rent control: New ADUs built today are exempt from local rent caps under Costa-Hawkins and from AB 1482 for 15 years. In the City of LA, a newly built detached ADU on an RSO property is generally not subject to the RSO. See AB 1482’s ADU exemption.
  • Utilities: Adding several units can trigger meter and panel upgrades. Plan for it early. How utilities work for multi-unit properties covers the options.

SB 1211 vs the newer multi-unit ADU rules

California keeps expanding ADU rights on multifamily lots. If you’re comparing options on a property, read California’s Multi-Unit ADU Rule: Two Detached Plus More Attached and Can You Build an ADU on a Multi-Unit Property in California?

And if you’re buying, it’s worth knowing why investors are buying multi-unit properties in LA County right now and then adding ADUs.

FAQ

What is SB 1211?
A California law, effective January 1, 2025, that allows up to eight detached ADUs on a lot with an existing multifamily building, not exceeding the number of existing units, and ends replacement parking requirements for uncovered spaces.

How many ADUs can I build on a fourplex in California?
Up to four detached ADUs under SB 1211 plus at least one conversion ADU, for a possible total of five, depending on your lot.

Does SB 1211 apply to duplexes?
Yes. A duplex can add up to two detached ADUs plus one conversion ADU.

Do I have to replace parking under SB 1211?
No, if the ADU is built on uncovered parking. Cities can’t require replacement spaces.

Can I add a JADU to a multifamily property?
No. JADUs are only allowed inside single-family homes.

Does SB 1211 apply in Orange County and LA County?
Yes. It’s state law and applies in every city and county in California.

The bottom line

SB 1211 turned the parking lot behind older multifamily buildings into buildable land. A fourplex can now add up to five ADUs, and building over uncovered parking no longer means replacing the spaces. If you’re buying a multi-unit property in Orange County or LA County, the ADU count belongs in your underwriting from day one.
