Orange vs. Tustin vs. Villa Park: Which City Is Best for an ADU?

Orange vs Tustin vs Villa Park for an ADU: prices, size rules, rents and the payment math, from an 800 sq ft rental to a 1,500 sq ft guest house. 2026 guide.

Table of Contents

Short answer: If you want an ADU rental that pays for itself, Orange wins. It’s the only one of the three that lands above break-even at 25% down on my numbers. If you want a bigger ADU and newer-construction neighborhoods, Tustin wins, but it needs closer to 50% down to cash flow. If you want to live on the property and add a large guest house for family, Villa Park wins. It allows up to 1,500 sq ft on acre lots, but it’s a lifestyle buy, not a rental.

These three cities share borders in central Orange County, and they attract very different buyers. Orange draws investors buying West Orange lots near $1 million. Tustin draws move-up buyers who want room for a 2-bed ADU. Villa Park draws families who want a separate home for parents on a big lot. Below is how they compare on price, ADU rules, rents, market speed and the monthly payment.

What It Costs to Get In

  • Orange has a median near $1,199,000, up 5.2% year over year, with 45% of homes selling over list. Homes that already have an ADU listed from $1,395,000 to $2,195,000 in my October Orange ADU report. The better play is buying the lot: West Orange still has corner lots near $1 million, as I show in ADU potential in Orange 92868.
  • Tustin has a median near $1,164,000, down 3% year over year, and 39% of homes cut price. The median includes a lot of Tustin Ranch condos and townhomes. A single-family 3-bedroom on a 6,000 to 7,000 sq ft lot in central or Old Town Tustin runs closer to $1,150,000 to $1,250,000.
  • Villa Park is a different market. The median is about $2,898,000, up 11.5% year over year, with only about 13 sales a month and a median of 62 days on market. Many lots are a third to half an acre, which is what makes a large guest house possible.

ADU Rules Compared

All three cities follow state ADU law: 4-foot side and rear setbacks, approval within 60 days, no owner-occupancy for an ADU by itself and no impact fees under 750 sq ft. The differences are size, how size ties to the house, and setbacks.

Orange: plan for 800 sq ft

Orange allows 850 sq ft for a studio or 1-bed and 1,000 sq ft for 2+ bedrooms, but an ADU can’t be more than half the size of the main house. 800 sq ft is always allowed. Most West Orange houses are 1,000 to 1,250 sq ft, so 800 sq ft is your real target. That fits a 2-bed, 2-bath and keeps the 4-foot setbacks. If the house is in the Old Towne Historic District, expect extra design review. I compare Orange with its other neighbors in Orange vs. Santa Ana vs. Anaheim.

Tustin: the biggest rental ADU of the three

Tustin allows a detached ADU up to 1,200 sq ft for 2+ bedrooms. That’s 200 sq ft more than Orange, and enough for a 3-bed. Two Tustin rules to know:

  • The JADU trade-off. If you build both a detached ADU and a JADU on a single-family lot, the detached ADU drops to 850 sq ft. Pick one big unit or two small ones.
  • Old Town Tustin. Homes in the historic overlay get a check that the ADU doesn’t change the historic character. Budget design time.

Tustin has finaled only 48 ADUs since 2005, so ADU comps are thin. Appraisers may lean on Orange and Santa Ana sales.

Villa Park: big units, strict placement

Villa Park allows 1,200 sq ft on lots under an acre and 1,500 sq ft on lots an acre or more, capped at half the size of the house. With 3,500 sq ft homes common, the 50% cap rarely binds. What does bind is placement: detached ADUs need a 50-foot front setback, so the unit goes behind the house.

In December 2024, HCD issued 15 findings on Villa Park’s ordinance, including its 10-foot setback for two-story ADUs, its subjective “substantially similar” design rule and its unit combinations. Those findings mostly work in your favor, but ask Planning which version it’s enforcing before you hire an architect.

What changes in 2027 for all three

Starting January 1, 2027, AB 956 allows two detached new-construction ADUs on many single-family lots. On a half-acre Villa Park lot or a deep Tustin lot, that’s real upside. See what AB 956 and SB 1117 mean for ADU owners.

Orange figures come from my 92868 underwriting and a North Citrus listing where a house and new 2-bed ADU leased for $7,950 combined. Tustin figures are based on Rentometer’s October 2026 averages ($2,430 for 1-bed, $3,117 for 2-bed, $4,422 for 3-bed). Villa Park has too few rentals for reliable data, so those are my estimates.

How Fast Homes Are Selling

  • Orange: Median 36 days, sale-to-list 99.9%. It’s the most competitive of the three, and fairly priced ADU homes can go into escrow in under a week.
  • Tustin: Median 42 days, and 39% of homes cut price. This is where I’d expect the most room to negotiate.
  • Villa Park: Median 62 days, sale-to-list 98.7%. Few sales, long marketing times and room to negotiate on homes that need updating.

The Payment Math

I keep this simple: total monthly payment (principal, interest, taxes and insurance) against total rent. In Orange and Tustin, the plan is the same: buy a 3-bedroom house and pay cash for an 800 sq ft, 2-bed ADU at about $275,000 all-in. Villa Park gets its own scenario because nobody buys there for an 800 sq ft rental: a $2.6 million home plus a 1,200 sq ft, 3-bed guest house at about $400,000.

Assumptions: 7.75% investment-property rate on a 30-year loan, property tax at 1.15% of purchase price plus build cost, and insurance at $200 a month ($400 in Villa Park).

Before vacancy, repairs and management. Set aside 5% to 10% of rent for those.

How I read this table:

  • Orange is the rental play. It’s the cheapest entry and the only one above break-even at 25% down. Tenant demand from the hospitals and Chapman University keeps vacancy low.
  • Tustin needs more equity. At 25% down it runs about $350 a month short. At 50% down it clears about $1,700. Building a 1,200 sq ft, 3-bed instead of an 800 sq ft unit adds about $600 a month in rent, which Orange can’t match.
  • Villa Park is not a rental. Even at 50% down it runs about $1,300 a month short as a full rental. The math changes if you live in the main house. Then a $3,800 ADU rent covers a meaningful share of your payment, or the guest house becomes a home for parents or adult kids. I cover that setup in multigenerational homes in Orange County and what makes a lot work for aging parents.

Which City Fits Your Plan?

Choose Orange if…

  • You want a rental that covers its payment and appreciates.
  • You’re fine with an 800 sq ft, 2-bed ADU.
  • You can move quickly on a West Orange lot near $1 million. Start on my Orange ADU homes page.

Choose Tustin if…

  • You want a bigger ADU, up to a 3-bed at 1,200 sq ft.
  • You can put closer to 50% down, or plan to live in one unit.
  • You want negotiating room in a market where sellers are cutting prices.

Choose Villa Park if…

  • You’re buying a home to live in, and the ADU is for family or partial income.
  • You want a 1,200 to 1,500 sq ft guest house on a large lot.
  • You’re patient with a slower, thinner market.

Whichever city you pick, run the lot through my escrow ADU verification checklist before your contingencies come off. For coastal comparisons, see Huntington Beach vs. Costa Mesa vs. Irvine.

Frequently Asked Questions

Which city allows the biggest ADU: Orange, Tustin or Villa Park?

Villa Park, at up to 1,500 sq ft on lots of an acre or more. Tustin allows 1,200 sq ft for 2+ bedrooms. Orange allows 1,000 sq ft but caps the ADU at half the house, with 800 sq ft always allowed.

Which city is best for an ADU rental?

Orange. On my numbers, a $1 million house plus an 800 sq ft, 2-bed ADU runs about $360 a month positive at 25% down.

Can you build a guest house in Villa Park?

Yes. A detached ADU can be up to 1,200 sq ft (1,500 sq ft on an acre or more) and must meet a 50-foot front setback, so it typically goes behind the main house.

How many ADUs has Tustin approved?

Cal State Fullerton counts 48 ADUs finaled in Tustin from 2005 to 2025, including 9 in 2025. Orange finaled 357, and Villa Park 51.

Do I have to live on the property to build an ADU?

No. Owner-occupancy applies only if you add a JADU inside the main house.
