Where Can I Buy a House Under $1.2M and Build an ADU in Orange County? (October 2026 Data)

The Orange County cities where $1.2 million still buys a house you can add an ADU to, built from my fall 2026 MLS reports: real sub-$1.2M listings and sales, ADU rents, build costs and which cities are already out of reach.

Table of Contents

Orange County’s single-family median is near $1.5 million, so a $1.2 million budget rules out most of the county. It doesn’t rule out the ADU play. It just narrows it to five cities and a specific kind of lot.

Every month I pull every home with an ADU for sale in about a dozen Orange County cities. Below is where a house under $1.2 million with room to build (or with an ADU already in back) is actually showing up this fall, with real addresses, real rents and the build budget you need on top.

The short answer

Under $1.2 million, your realistic Orange County options for buying a house and adding an ADU are Santa Ana, Garden Grove, Westminster, Anaheim and Stanton, in roughly that order of how much inventory you’ll see. Buena Park sits just above the line. Fullerton, Orange, Costa Mesa, Huntington Beach and Yorba Linda are out of reach for this budget right now.

City What under $1.2M buys (fall 2026) ADU rents seen Best lot type to look for
Santa Ana 8 ADU homes listed under $1.2M; one closed at $955,000 $2,200 to $3,350 Older lots in 92703, 92704 and 92707
Garden Grove 4 ADU homes closed $1,022,000 to $1,200,000 $2,350 to $3,800 7,000+ sq ft lots with room behind the house
Westminster RV-access corner lots at $1.0M to $1.1M $2,100 to $3,400 (by bedroom count) 7,000 to 7,500 sq ft corners in 92683
Anaheim 2 ADU homes listed under $1M $2,800 to $3,450 Garage conversions and deep lots
Stanton One ADU home, cut $200,000 to $1,299,000 $2,750 to $3,500 About 7,000 sq ft lots with RV access
Buena Park Nothing with an ADU under $1.2M; lowest is $1,299,999 $2,400 to $3,000 Watch for price cuts

Rents depend more on size and bedroom count than on city. For the countywide breakdown, see my Orange County ADU rent guide by square footage.

First, know what $1.2M has to cover

There are two ways to use this budget, and they lead to different total costs.

Path 1: Buy a house that already has an ADU. Under $1.2 million, that’s mostly Santa Ana, Garden Grove and Anaheim. You get rent from day one and skip the 12 to 16 months of building.

Path 2: Buy a house for about $1.0 to $1.1 million and build. This is where most of the value is created, but the $1.2 million is only the purchase. You still need the ADU budget.

Path 2 budget Amount
Purchase price $1,000,000 to $1,100,000
Closing costs (about 2.5% to 3%) $25,000 to $33,000
ADU, all in (design, permits, fees, utilities, construction) $195,000 (1 bed) to $360,000 (3 bed)
Total project cost about $1.22M to $1.49M

Rates matter on every one of these. Freddie Mac’s weekly mortgage survey put the 30-year fixed at 7.40% on October 8, and investment loans usually price higher. I walk through every dollar, including the carrying costs during construction, in what it really costs to buy a home and add an ADU in Orange County.

1. Santa Ana: the most choices under $1.2M

Santa Ana has more ADU homes under $1.2 million than any other city I track. In my September Santa Ana report, 8 of 13 active ADU listings were under $1.2 million, and the median active list price was $1,050,000.

Address Price ADU Rent
512 S Maple (92701) $899,000 424 sq ft, 2 bed, built 2025 Not rented
408 S Flower St (92703) $999,999 574 sq ft, built 2021 Delivered vacant
1621 S Diamond (92704) $1,045,000 800 sq ft, 2 bed / 2 bath, built 2026 $2,600
1329 W McFadden (92704) $1,050,000 677 sq ft, 2 bed / 2 bath, built 2026 $2,600 (house rents $3,575)
1825 W 2nd St (92703) $1,100,000 800 sq ft, 3 bed $2,200

1329 W McFadden is the type of deal this budget can still find: a brand-new ADU and a rented house bringing in about $6,175 a month combined for $1,050,000. One ADU home closed in August at $955,000, 4.4% under its list price, with $19,100 of seller credits.

The tradeoff: Santa Ana has a local rent stabilization ordinance, and this year’s allowed increase is 2.87%. Read what Santa Ana’s rent cap means for your ROI before you build a long-term rent growth assumption into your numbers.

2. Garden Grove: the best place to buy and build

Garden Grove is where I’d start if you want to buy a house and build. The lots are big, entry prices are near $1 million and there’s a deep pool of ADU sales for an appraiser to work with. That last part matters when you go to refinance or sell.

In my October Garden Grove report, four ADU homes closed in September between $1,022,000 and $1,200,000. The two priced lowest sold in five days over asking. Two ADU homes were still listed under $1.2 million: 12832 Sycamore St at $899,000 (800 sq ft ADU, rented) and 12292 Bluebell at $1,199,888 (500 sq ft ADU).

I ran a full case study on a $1,050,000 house with a 7,200 sq ft lot and a new 800 sq ft ADU at $275,000. At 50% down, it cash flows about $524 a month, and it creates about $60,000 of equity on completion. The complete numbers are in buy a house and build an ADU in Garden Grove. The city’s own rules and pre-application steps are on the City of Garden Grove ADU page.

3. Westminster: RV-access corner lots near Huntington Beach

Westminster’s sweet spot under $1.2 million is the 92683 pocket south of Westminster Boulevard and west of Beach Boulevard, on the Huntington Beach border. Lots run about 7,000 square feet, many are corners and a lot of them have a gated RV pad down the side. That side yard is your construction access and the tenant’s walkway.

Prices run about $1.0 to $1.1 million. My example, 6131 Chinook, listed at $1,100,000 on a 7,420 sq ft corner lot. A 3 bed / 2 bath ADU there costs about $360,000 all in and rents for about $3,400. At 50% down, the property cash flows about $1,240 a month. The full breakdown is in the Westminster RV corner lot ADU numbers.

Westminster rents are some of the strongest in this group, about $3,300 to $4,300 for many second units. The catch is resale comps for house-plus-ADU properties are thin right now, so plan on the return coming from rent and a long hold, not day-one equity.

4. Anaheim: fewer options, but cut-priced ones

Anaheim’s median ADU home asks about $1.45 million, so most of its inventory is above this budget. Two listings in my October Anaheim report were under $1 million, and both had already cut their price:

  • 1313 E Merona Pl (92805) at $968,000, cut from $985,000. The garage was converted to a permitted 353 sq ft ADU.
  • 645 S Trident St (92804) at $998,000, cut from $1,048,000. It has a 462 sq ft studio ADU with its own address and a pool, and it’s been listed 256 days. A seller at 256 days is usually ready to negotiate.

Small units like these rent for less than the 2 bedroom ADUs on Anaheim’s pricier listings ($2,800 and $3,450). Check the permits on anything in Anaheim. Several listings this month showed “unknown” permits for some rooms or units, and the city’s 10-foot separation rule decides whether a new detached ADU fits behind the house.

5. Stanton: one listing, but a motivated seller

Stanton only has one ADU home for sale, 11307 Jane Way, and it’s above $1.2 million at $1,299,000. I include it because the price has dropped $200,000 since June and it’s back on the market after an escrow fell through. It has a 1,000 sq ft, 2 bed / 2 bath ADU built in 2024, and two new Stanton ADUs leased this summer for $2,750 (800 sq ft) and $3,500 (1,000 sq ft). A seller at 95 days with a failed escrow behind them may come down to this budget. Details are in my October Stanton report.

Stanton’s typical lots are also about 7,000 square feet, which makes a $1.0 million house without an ADU a reasonable build candidate.

Cities that are out of reach under $1.2M

These are good ADU cities. They just don’t fit this budget right now:

City Fall 2026 ADU home pricing
Buena Park Lowest listing $1,299,999, no sales this fall
Fullerton Escrow median about $1.6M
City of Orange Median ask about $1.64M
Costa Mesa About $1.9M and up
Huntington Beach Median ask about $2.4M
Yorba Linda Median ask about $2.9M

If your budget can’t stretch, LA County has two options worth comparing: Lakewood, where ADU homes closed at $1,030,000 and $1,070,000 in September, and North and Central Long Beach, where 10 of 25 ADU homes were under $1.2 million.

What to look for in a sub-$1.2M lot

At this price, the lot matters more than the house. A small, dated house on a big, well-shaped lot is usually the better buy. Look for:

  1. Lot size of 6,000 to 7,500 sq ft with open yard behind the house.
  2. Side access. An RV gate, a corner, an alley or a wide driveway makes construction cheaper and gives the tenant a separate entrance.
  3. A detached garage at the back. Converting or rebuilding a garage on the same footprint is often the cheapest ADU you can build.
  4. Utility capacity. Panel size, the sewer lateral and where the water main runs. Utility work is where budgets and timelines slip most.
  5. No unpermitted additions. These can hold up your ADU permit until they’re legalized or removed.

State law sets the baseline for size, setbacks and approvals, and you can read it on the California HCD ADU page. Then confirm the details for your parcel during your contingency period. I use the steps in how to verify ADU potential while you’re in escrow on every buyer’s lot.

Two things that change the math in 2027

A second detached ADU. Starting January 1, 2027, AB 956 lets many single-family lots add two detached ADUs instead of one. On a 7,000 sq ft lot in Garden Grove, Westminster or Stanton, a second small unit can add about $1,650 to $2,200 a month of net income. Buy the lot with room for both.

ADU rent can help you qualify. If you plan to live in the house, Fannie Mae’s ADU income policy lets lenders count rent from an existing ADU on a one-unit primary residence, up to 30% of qualifying income. That makes Path 1 (buying with an ADU already built) easier to finance for an owner-occupant.
